Three tiers of charter. One sealed lattice.
Charter a unit inside an existing house. Charter a new house inside one of the seven UNSC branches. The branches themselves are sealed — no new branches will ever be added. Once filed and approved, every charter is permanent: even if the entire roster deserts, the seat can be re-crewed by those who come after.

What command needs before approving a charter.
- EXPERIENCE. Document prior leadership in a Halo unit, clan, or comparable structure. Real names, real callsigns, real receipts.
- BACKING. Name two existing Bless operatives, warrant officers, or governors who will vouch for the petition.
- FEASIBILITY. A doctrine paragraph that explains who this house/unit fights for, how it recruits, and what schedule it can sustain. If it cannot stand on its own, it will not be chartered.
