Open branch. Bless does not yet field a house under Air Force colors. Anyone with the experience, the backing, and a feasible doctrine can petition to charter the founding house here. Once chartered, the seat is permanent — even if every operative deserts it, it can be re-crewed by those who want to fly it.

No house holds the air force seat yet.
Bring a doctrine that does not overlap an existing house, the founding operatives, and the backing of two Field Marshals (or one Prime Minister). The seat will be entered into the record and held permanently for whoever crews it.
